The Budget Proposal Information System (BPIS) is operated by the Ministry of Basic, Higher and Technical Education (MBHTE), Bangsamoro Autonomous Region in Muslim Mindanao. We do not sell, trade, or rent your personal information to third parties. Information within BPIS is only accessible to authorized personnel of MBHTE and its offices, based on user roles and permissions, and may be disclosed when required by law or government regulation.

4. Data Security

We implement reasonable administrative, technical, and physical safeguards to protect your information, including password hashing, CAPTCHA verification, optional two-factor (OTP) authentication, and access-controlled audit logging.

5. Data Retention

Account and proposal data are retained for as long as necessary to fulfill the purposes described in this policy, or as required by applicable government record-keeping regulations.

You may request access to, correction of, or removal of your personal information by contacting your system administrator or the MBHTE office responsible for BPIS.

These Terms and Conditions ("Terms") govern your access to and use of the Budget Proposal Information System (BPIS), provided by the Ministry of Basic, Higher and Technical Education (MBHTE), Bangsamoro Autonomous Region in Muslim Mindanao. By accessing or using BPIS, you agree to be bound by these Terms.

1. Authorized Use

BPIS is intended solely for use by authorized MBHTE personnel and affiliated offices for the purpose of preparing, submitting, reviewing, and monitoring budget proposals. Access credentials are personal and must not be shared with any other individual.

2. Account Responsibility

You are responsible for maintaining the confidentiality of your login credentials and for all activities that occur under your account. You must notify your system administrator immediately of any unauthorized use of your account.

3. Acceptable Use

You agree not to:

• Use the system for any unlawful purpose or in violation of any applicable government regulation.
• Attempt to gain unauthorized access to any part of the system, other accounts, or data.
• Upload false, misleading, or fraudulent budget proposal information.

You are responsible for the accuracy and completeness of the information and documents you submit through BPIS. MBHTE reserves the right to verify, review, and, where necessary, reject or revise submitted proposals.

5. Intellectual Property

All content, design, and functionality of BPIS, excluding user-submitted data, are the property of MBHTE and/or its authorized developer and are protected by applicable intellectual property laws.

6. Suspension and Termination

MBHTE reserves the right to suspend or deactivate any account found to be in violation of these Terms, misusing the system, or upon separation of the user from their office or agency.

7. Limitation of Liability

While reasonable efforts are made to ensure the availability and accuracy of BPIS, MBHTE shall not be liable for any damages arising from system downtime, data loss, or errors resulting from incorrect information submitted by users.

8. Changes to These Terms

These Terms may be revised from time to time. Continued use of BPIS after any changes constitutes acceptance of the revised Terms.
